Between Supply and Demand: Understanding the function of migrant workers in the UK labour market Guest Speaker: Dr Steve French, Centre for Industrial Relations, Keele University Friday 23rd November 2007, Business School, 3rd floor Bournemouth House, Rm 330 Abstract This paper considers the economic impact of migrant labour on the operation of labour markets. Drawing upon qualitative research conducted in North Staffordshire and South Cheshire, it is argued that migrant workers are not utilised simply to meet labour market shortages, but rather as part of a process to hold down wages and other terms and conditions of employment to secure lower unit labour costs. Employer practices such as labour market segmentation, agency labour and direct exploitation are used, against a background of ignorance and insecurity, to achieve significant cost advantages. While such practices are clearly beneficial to employers, they raise fundamental questions about the regulation of the labour market and the future of vocational training and education in the UK. Steve French has conducted research for the Low Pay Commission, the Nuffield Foundation and Unity trade union into the impact of migrant workers upon the North Staffordshire and South Cheshire labour markets. He also sits on the advisory board of Migrant Workers North West and the West Midlands Strategic Partnership Regional Implementation Group on labour market issues for asylum seekers and migrant workers. << More Bournemouth University News and Events |
